The Merit-Based Incentive Payment System

What is MIPS?

The Merit-Based Incentive Payment System (MIPS) is one of two tracks in the Quality Payment Program, a new program under the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA). The Quality Payment Program aims to simplify quality reporting and change the way clinicians receive Medicare payments.

Effective January 1, 2017, MIPS streamlines previous activities into one:

  • Quality – Previously Physician Quality Reporting System (PQRS)
  • Promoting Interoperability – Previously EHR Incentive Program (Meaningful Use)
  • Cost – Previously Value-Based Payment Modifier (Started in 2018)
  • Improvement Activities – This category promotes engagement in clinical activities (Started in 2017)
